Challenge

Te Whatu Ora faced the challenge of modernizing and improving data governance and management across the primary health sector, impacting over 4.7 million enrolled healthcare consumers. The task involved aligning various stakeholders, conducting comprehensive data analysis, and developing a nationally consistent primary health dataset. This required addressing data availability, capability maturity, and overcoming barriers to successful implementation through the complex health system.

Solution

Polaris Ventures provided strategic analysis, design, and stakeholder management to support the programme’s goals. Our responsibilities included:

  • Programme Planning and Support: Collaborated with programme and project managers to plan and deliver key outcomes.
  • Strategic Analysis and Design: Developed business analysis outputs and managed sector collaboration tools.
  • Stakeholder and Change Management: Facilitated internal and external engagement, ensuring alignment with enterprise architecture principles.

Key achievements included:

  • Current State Analysis and Documentation: Authored the PHDP Current State Analysis report, analysing data governance and management capabilities across 98% of Primary Health Organisations (PHOs).  
  • Sector Collaboration: Conducted 13 briefings with over 200 professionals from various health organisations to complete the analysis.
  • Impact and Risk Assessments: Performed high-level impact and risk assessments and reviewed international precedents for primary care data initiatives.
  • Data Analysis and Surveys: Prepared surveys and analysed data to assess primary care data availability and capability maturity.
  • High-Level Design Documentation: Contributed to the PHDP High-Level Design document, summarizing findings for establishing a nationally consistent primary care data set.
  • Governance and Management Frameworks: Produced comprehensive data governance and management outputs, including playbooks, frameworks, and agreements.
  • Technical Requirements and Costing Models: Developed technical and non-functional requirements, costing models, and data management requirements.

Result

The collaboration led to advancements in planning for national primary health data governance and management. The comprehensive analysis and high-level design documentation provided clear direction for establishing a nationally consistent primary care dataset, consequently setting the foundation for further improvement in data quality, accessibility, and governance across the sector, pioneering the development of new standards for primary health data management in New Zealand.
