MBIE faced significant challenges in modernising its data infrastructure to support core organisational functions and business processes. The primary objectives were to establish strong data foundations, implement effective data governance, and develop cloud-based data acquisition and storage capabilities. This transformation aimed to improve data quality, accessibility, and integration across the agency, facilitating inter-agency and public data exchange.
Solution
Polaris Ventures played a pivotal role in addressing these challenges by leading business analysis work across key projects within the Cloud-Based Data Analytics Program:
- Enterprise Architecture and Cloud Solutions: Served as Lead BA across three projects, delivering cloud data infrastructure components such as Informatica Axon Data Governance, Enterprise Metadata Management, Cloud Data Quality, and the Snowflake Cloud-Native Data Warehouse Pilot for the Managed Isolation & Quarantine function.
- Strategic System Design and Development: Planned, designed, developed, and launched efficient business and operational systems, ensuring alignment with enterprise architecture standards.
- Business Engagement and Change Management: Led business engagement from initiation through to operational handover, ensuring seamless integration with enterprise architecture.
- Stakeholder Management and Project Support: Supported program managers with business case development, stakeholder management, financial management, and procurement activities.
- Team Leadership and Quality Assurance: Developed work plans, delegated tasks, and ensured quality and consistency in the work delivered by up to four Senior Business/Technical Analysts or Advisors.
Key achievements included:
- Data Governance and Diagnostics Project: A NZD 9.5M project that established robust data foundations to understand, govern, and unify data in MBIE. Developed the Enterprise Data Governance Framework and led the development of a business enablement and rollout plan.
- Cloud Data Platform Project: A NZD 19.6M project to establish enterprise cloud-based data acquisition and storage capabilities.
- Co-authored the business case using Treasury’s Better Business Case model, facilitated strategic workshops, managed vendor procurement, and enabled the delivery of Snowflake as a pilot for the Managed Isolation & Quarantine function.
Result
The collaboration resulted in significant advancements in MBIE’s data infrastructure:
- Enhanced Data Governance: Established an Enterprise Data Governance Framework, improving data quality, accessibility, and management across the agency.
